| Description: | Responsible for the management of all aspects of the Human Resources functions for the Sheriff’s Office. Direct the activities of the Human Resources Section staff in performing Recruitment, Selection, and Retention; Employee Benefits; Employment Law Compliance; Employee Compensation; and Security of Employee Records. Develop and interpret personnel policies and procedures relative to job assignment. Plan, organize, and establish goals and objectives for the Human Resources Section. Prepare and account for the Human Resources Budget. Maintain balanced staffing report for authorized personnel. Perform supervisory functions such as developing work schedules, review absence and extra time requests, complete performance appraisals, review training requests, and provide guidance for professional growth, and counseling as required. Must be able to complete specific projects as assigned. Conducts/attends/represents the Sheriff’s Office at various committee and operational board meetings. May be required to provide court depositions related to Human Resource functions of this job classification. Directly reports to the Captain of the Administrative Services Division. |
| Duties: | •Manage day-to-day Human Resources Section operations, functions, and employees.
•Review, document, and evaluate employee performance.
•Maintain accountability for placement of qualified staff in authorized positions within budget guidelines.
•Review and interpret personnel policies and procedures related to employment laws to ensure compliance of Federal and State Employment Laws (examples: EEO, ADA, FMLA, FLSA, Title VII).
•Compile and analyze a variety of comprehensive statistical data. Prepare findings and develop recommendations in written or oral presentation format.
•Act as a resource and provide guidance on human resource issues to Command staff, management, and supervisors.
•Interpret Human Resources policies and procedures and benefit information to Sheriff’s Office staff and employees.
•Oversee the processing of personnel data actions form, personnel orders, and special orders related to employee benefits, compensation, transfers, promotion, and other changes effecting employment status.
•Participate in external salary and benefit surveys for the public and law enforcement sectors. Respond to comprehensive survey requests relating to compensation and benefit information.
•Review job announcements for internal and external vacant positions. Oversee all internal and external selection processes.
•Oversee employee time records to meet FLSA standards and reporting requirements.
•Review and make recommendations for employees requesting ADA accommodations.
•Schedule fitness for duty appointments after notification received from the Sheriff. Prepare return to work compliance requirements based on recommendations from medical and psychological professionals. Monitor employee progress reports and provide updates to the Administrative Services Division Captain.
• Review selection process final test scores monitoring validity and accuracy.
•Ensure job descriptions are current and valid. Review reclassification requests and make recommendations for placement on the job classification and compensation schedule.
•Provide training to staff, supervisors, and employees in Human Resources services.
•Represent the Sheriff’s Office by attending job fairs, law enforcement career days, and other community events.
•Develop goals and objectives for the Human Resources Section to coincide with the Sheriff’s Office mission, vision, and values statement.

| Qualifications: | *Bachelor’s degree in Human Resources, Personnel Administration, Public Administration or a related field. Master’s Degree and PHR or SPHR certificate are preferred.
*Requires a minimum of five years prior experience in Human Resources management, preferably in law enforcement or a public sector organization.
*Two years supervisory experience required. *Working knowledge of employment laws, benefits, classification and evaluation systems, wage and salary compensation, and recruiting is required. *Must be able to review, analyze, and interpret Federal and State Laws, rules, regulations, policies and procedures related to the management of Human Resources.
*Must possess and demonstrate excellent management, leadership, interpersonal, and oral and written communication skills.
*Equivalent combination of experience and training which provides the knowledge, skills, and abilities equal to the formal education or supervision experience may be considered.
COMPONENTS OF THE SELECTION PROCESS INCLUDE:
*SCREENING OF APPLICATIONS

*ORAL BOARD INTERVIEW & PRACTICAL TEST
A panel will question candidates on their knowledge, skills, abilities and experience for the position. Candidates will also complete a practical test. Candidates who receive a passing score will be processed in ranking order.
*BACKGROUND INVESTIGATION
An integrity interview and thorough background investigation will be conducted on successful candidates by the Adams County Sheriff's Office Background Detective.
*POLYGRAPH, PSYCHOLOGICAL AND PHYSICAL EXAM
Top candidates successfully passing the background investigation may be scheduled for a polygraph, physical and psychological review.
*FINAL INTERVIEW
A final interview will be conducted by the Sheriff with the top qualifying candidate.
